The "hiring manager" is the person whom the job seeker would ultimately report to if hired (i.e., their prospective boss), not a human resources person. The point is to bypass HR completely, in order to help job seekers who have taken unconventional paths in life, or who are simply trying to switch careers, to ultimately be discovered and objectively evaluated by companies with which they'd like to work.
